Inside the city, yes, and it comes as a combined certificate of building and zoning compliance rather than separate building and zoning approvals — one application through the city's online permit portal covers it in most cases. Outside the corporation limit, in Berlin, Liberty, Orange, Concord and the other townships, the permit goes through Delaware County Building Safety instead. Is my roofer supposed to be licensed in Ohio?
There is no such thing as an Ohio roofing license. The state construction industry licensing board issues licenses to electrical, plumbing, HVAC, refrigeration and hydronics contractors, and roofing is simply not on that list. Delaware went a step further in 2026: Ordinance 25-68 removed the requirement to register as a contractor with the city at all, although income tax registration still applies. So ask for an insurance certificate sent by the carrier, not a wallet card.
Why does twenty-five thousand dollars keep coming up in your estimates?
Because Ohio law changes at that figure. Revised Code 4722.02 requires a written contract carrying nine specified items before any home construction service at or above twenty-five thousand dollars begins, requires written notice of unforeseen excess costs over five thousand dollars before that work happens, and section 4722.08 attaches real remedies to a violation. Below the line, none of it applies. It is the only meaningful legal threshold a Delaware homeowner meets on a roof.
My house is downtown in the historic district. Does that change anything?
It adds a step before the work rather than during it. Exterior alterations in the Downtown Historic District, roofs included, need a certificate of appropriateness from the city's historic preservation commission, and it has to be in hand before work starts rather than sorted out afterwards. Roof material changes are often handled administratively. We build that wait into the schedule instead of discovering it with a driveway full of bundles.

Less than the number printed on the wrapper, and how much less depends almost entirely on ventilation.
